What is an Ombudsman?

An Ombudsman listens to students' concerns and helps them evaluate situations from all perspectives. Students with issues, complaints, or disputes can seek informal resolution through the Student Ombudsman Office. This office is a welcoming and confidential resource that guides students toward options and provides information to navigate processes. It treats all parties fairly and remains neutral and independent.

The Ombudsman can:

  • Listen to your complaint
  • Clarify College policies and procedures
  • Assist with grade appeals & academic concerns
  • Explore alternative methods for resolving complaints
  • Discuss  appropriate strategies for dealing with a difficult situation
  • Provide a safe space for confidential conversations
  • Facilitate communication between parties
  • Recommend policy changes when necessary
  • Identify other resources that maybe helpful

The Ombudsman Office cannot:

  • Breach confidentiality without permission
  • Make final decisions on issues
  • Act as a witness or advocate in formal processes
  • Maintain documentation of concerns
  • Participate in grievance processes or conduct formal investigations
  • Provide legal counsel
  • Ignore or circumvent College policies and procedures


Ethical Principles Guiding the Ombudsman

The Student Ombudsman Office follows the International Ombudsman Association (IOA) Code of Ethics:

  • Independence: The Ombudsman is independent in structure, function, and appearance to the highest degree possible at Palm Beach State College.
  • Neutrality and Impartiality: The Ombudsman serves as a neutral party, promoting fairness in Palm Beach State College’s policies and procedures while avoiding conflicts of interest.
  • Confidentiality: The Ombudsman keeps all identities and communications confidential, disclosing only with permission, as required by law, or if there's an imminent risk of serious harm.
  • Informality: As an informal resource, the Ombudsman does not take part in formal procedures or accept official complaints for Palm Beach State College and will not share confidential information, except in limited cases.
