Palm Beach State College Board Policy
Title: Trespassing and Interference with the College’s Educational Mission

Palm Beach State College is a member of the Florida Community College System. The president, as the chief administrative officer of the College, has the responsibility for the operation and administration of the College. The provosts are hereby appointed and designated as representatives of the president to effect the purposes and policies of this rule.
Definitions
College Persons. Those persons who are faculty, staff, students, or employees of Palm Beach State College and persons on the campuses fulfilling contractual obligations or acting as members of registered College organizations.
Non-College Persons. All other persons who are not classified above as College persons.
Authorized College Business. Activity which furthers the mission of the College and which has been approved by the appropriate College officers mentioned above.
1. Non-college persons may use the public areas of the College during normal business hours or when present on the campuses for authorized College business. Non-college persons may attend lectures, plays and other activities on the College campuses in the designated buildings or areas when such attendance is permitted by the sponsoring organizations. It is the responsibility of the provost(s) or designee to control the use of all campus areas. Noncollege persons are not allowed on campus except as authorized by this rule. Non-college persons on campus for other than authorized College business will be ordered to leave if their continued presence on the campus is deemed by the provost(s) or designee to be disruptive to the orderly conduct of the College.
2. The presence of non-college persons in the offices of the College is permitted when on authorized College business. The supervisor of each office as the designee of the provost is delegated authority to warn those persons present not on College business that they must leave the campus or be subject to arrest for trespassing. College Security is to be notified of any such incidents.
3. Only students registered for a class may be in attendance in instructional areas unless permission of the instructor is given. The instructor as the designee of the provost(s) is authorized to warn non-students that they are trespassing and must leave the area of instruction or be arrested for trespassing. Any such incident will be reported to College Security. Noncollege persons are not allowed in classroom buildings unless present on authorized College business.
4. The director of Library Learning Resources Center or designee is designated by the provost to warn those non-college persons who are not using the Library in an appropriate manner or who are creating an atmosphere not conducive to its use by College students and personnel, that they must leave the campus or they will be subject to arrest for trespassing.
5. Athletic, intramural and recreational facilities are for the use of College students, faculty, staff and their invited guests. Identification may be requested for the use of these facilities. The provost or designee is hereby authorized to warn all unauthorized person found at these facilities that they must leave the campus or be subject to arrest for trespassing. Any such incidents will be reported to College Security. Campus Security will be responsible for contacting the appropriate law enforcement agency. If the campus does not have Campus Security, the provost shall contact the appropriate law enforcement agency.
6. Non-college persons who, in the opinion of the officials designated above, are trespassing, not using Palm Beach State College facilities in an appropriate manner, or who are creating an atmosphere not conducive to the use of such facilities by other College persons or guests, may be warned by the above authorized persons designated to leave the facility or be subject to arrest by appropriate law enforcement officials.
7. Nothing in the foregoing shall preclude or be interpreted to preclude or otherwise diminish the exercise of the statutory authority of governing policing authority to arrest in accordance with the laws of this state any person for violation of state law or applicable county or city ordinances when such violations occur on any property or facilities which are under the guidance, supervision, regulation, or control of the District Board of Trustees.
