Palm Beach State College Board Procedure
Title: Temporary Duty Elsewhere Procedure

Purpose
The Temporary Duty Elsewhere Procedure aims to mitigate risks to the College and its employees when conducting work outside Florida. Out-of-state work may subject the College and the employee to additional tax, insurance, benefits, leave, and employment regulations specific to the location, including states, counties, cities, or special districts where the College is not registered to conduct business.
Work refers to any job duties performed while receiving compensation from the College, regardless of payment method. Approved time off is not work time.
Out-of-State Considerations
Out-of-state work is limited to occasional, brief, and pre-approved periods associated with college approved activities, such as:
- Approved seminars, training, or conferences.
- Travel for approved college athletic events.
- Approved sabbatical leave involving travel. The sabbatical application must cite the need for out-of-state time.
- Assigned work in the College’s study abroad program.
Exceptions to the reasons above may be granted for temporary out-of-state work due to personal or emergency circumstances. Employees submit an advance written request, whenever possible, for approval at the discretion of the supervisor. These exceptions are intended to support the continuity of classroom instruction or essential administrative functions and are limited to a maximum of ten (10) working days within any six-month period.
Supervisors must consult and receive approval from their cabinet member before approving out of-state work exceptions. The Office of Human Resources and/or the Office of the General Counsel should be consulted, as needed, to ensure compliance with policy and procedure.
Use of College Equipment, Applications, Systems, and Mobile Devices
College equipment, applications, systems, and mobile devices used out of state must comply with Board Policy 6Hx-18-6.07, Acceptable Use of Information Technology.
